MANILA, Philippines—The National Telecommunications Commission (NTC) is tightening its rules to check the proliferation of child ****ography on the Internet.

A draft circular issued this month showed the network regulator plans to order Internet service providers (ISPs) to report to the Philippine National Police and National Bureau of Investigation any instance where Internet users in the Philippines were caught accessing adult content involving minors.

“The notification can be by telephone, text, through on-line medium or through any other means. The information shall include, among others, the logs/access to Internet sites on child ****ography,” the draft said.

The NTC will also order network providers to install software that block Internet users in the Philippines from accessing the illegal content available on the Web.

“The software shall be able to continuously identify all websites carrying child ****ography materials and block or filter access to such websites,” the draft said.

The rules were drafted in compliance with Section 9 of Republic Act No. 9775 which requires the NTC to come up with rules and regulations on the installation of filtering software that will block access to or transmission of any form of child ****ography.
