My fortuner model 2007 is due for registration on august 23, 2010. my questions are:

1.0 If i can not register it on time this year, maybe one month late, will there be a penalty, and how much?

2.0 why is it that last year when i had it registered at LTO near aurora Boulevard, emission test was not required.
