can the DPWH apply this?

madami magagalit nyan.. you wouldn't imagine how much money goes around (and changes hand) for DPWH projects.. at kung saan saan nakakaabot ang payola dyan, from the District Engineer, to the mayor, to the congressman, hanggang don sa taas, the actual project ends up with less than 40% of the total amount approved (some even less than 30%).. ganon ka grabe ang sitwasyon dito sa atin..

You can still get kickbacks from the construction part...
Looks like a good idea... would make for much stronger roads... hmmmm....
Ang pagbalik ng comeback...

Maganda yan.
