HiMH batteries do not require frequent draining but it would benefit from occasional draining to regain "lost" capacity (example, every three or six months)
Lithium batteries do not require draining at all. In fact if you drain them, you will shorten it's useful life by damaging/reducing it's total capacity each time it is fully drained. Lithium batteries benefit from more frequent recharging even if the battery is only partially drained.
