(4TH UPDATE) AN eight-story building in the busy Divisoria commercial district collapsed just before 5 p.m. on Friday, hours after it started tilting on its right side.
There were no reported injuries as of 5:02 p.m.
The Sai Building at 659 Padre Rada Street near Juan Luna Street started leaning around 10:30 a.m. after witnesses said they heard a loud sound, akin to that made by an exploding power transformer.
When it collapsed, the building hit a part of the adjacent Italy Marketing Building before falling on Juan Luna Street.
Manila Mayor Jose L. Atienza Jr. arrived at the scene before 4 p.m. Less than an hour later, the building rumbled and collapsed.
Atienza ordered the police to secure the fallen building to protect the money inside the vault of Insular Bank, located on the building's ground floor.
Police cordoned off the area from the corner of Claro M. Recto Avenue, a block away.
The five-year-old building and those beside it were ordered vacated. A Jollibee branch and a bakery were among the first establishments to close down.
The Metropolitan Manila Development Authority, the National Disaster Coordinating Council, the Manila City Government, and the Department of Public Works and Highways were called in to help secure the area.
Authorities had to drive away curious people several times.
Harry Wong, an engineer-friend of the building's owner, Ajit Mansukhani, said the building's foundation might have been weakened because of the construction of two adjacent buildings, one on its left side and the other in front of it.
When the building started tilting, authorities asked construction workers to halt their work.
Sai Building housed residential and office units and a textile warehouse. (Originally posted 1:33 PM, updated 4:53 PM, 5:07 PM, and 5:19 PM)
