the usual way.
someone concocts it, for whatever rhyme or however reason...
someone hears it, takes a liking to it, and uses it over and over. others hear it, like it, and also use it over and over.
eventually, it becomes part of the dictionary.
"language is not static. it evolves."

example.
"hataw".
it is a common-enough word, popularized by dolphy. but the way it is variously used, one is confused as to what it really means, even as the statement containing it appears to convey a clear-enough message.
personally, i believe it means, "to give one's all" to the activity alluded to in the statement.
