Contrary to elitists' perception, FPJ is very prepared to lead the nation to GLORY (with out Gloria).

In line with parliamentary tradition, FPJ recently formed his "shadow cabinet" (a term used to denote the group of people from the opposition who are well versed in policy development and implementation, and waiting to take over the reigns of government once in power). None of the present roster of presidential wannabes can boast such preparation for governance.

"THE SHADOW CABINET"

ECONOMIC TEAM - FPJ's thrust will be to achieve an ECONOMIC MIRACLE that the country missed in the 80's and 90's.

No body is better equipped in making this MIRACLE happen than Nora Aunor (Himala). As NEDA Secretary, Sec. Aunor will not draw water from brooks of Kupang (Place of Himala), but would make miracles happen by encouraging people to believe in themselves. According to the future NEDA chief. "Tayo ang gumagawa ng Himala" She will be assisted by Underscretary Madame Auring to guide the government in taking the miraculous path.

Sec. Aunor will be supported by Sec. Pepe Pimentel (Finance) and Sec. Roderick Paulate (Budget and Management). As Finance chief, Sec. Pimentel is well aware of where the "Kwarta" is. And no matter how small revenue collection will be, the public purse will be efficiently handled and kept by Budget Secretary Paulate in his "Bayong" with Undersecretary Amy Perez.

Finally, the Team is completed by Trade and Industry by the tandem of Sec. Mura and Undersecretary Mahal to make sure that the basic commodities are priced right, neither expensive (Mahal) nor cheap (Mura).

SERVICES TEAM - True to his populist color, FPJ will give more to those who have less in life.

Being allied with the GMA administration, MMDA Chair Bayani Fernando will be replaced by another Bayani, New MMDA Chair Bayani Agbayani. As such he will scrap the Odd-Even scheme and implement a simpler "Ocho-Ocho" traffic program, i.e., no cars in Edsa from 8am to 8pm.

Agriculture Department will be headed by Sec. Vilma Santos to ensure that food supply will be bountiful in all seasons in all regions.

Housing, being the cornerstone of the FPJ Administration, will be given to an equally regal and competent person, HLURB Secretary Dolphy. As such, he will ensure that the masses get their deserved homes either along the riles (railroads) or airports. The middle class on the other hand will be helped by Undersecretary Nova Villa.

The National Youth Commission will be headed by German Moreno so that he can help develop the talents of the millions of Filipino Youth. He will be assisted by Commissioners-At-Large Jojo Veloso and Alfie Lorenzo.

Social Welfare portfolio will be given to no less than Sec. Willie Revillame. He left his show to prepare for government service. To fund the welfare programs, the young Lucky Manzano will be appointed to the PCSO and PAGCOR.

Finally, the Department of Health will be headed by Dr. Vicky Belo. The projects in line are as follows: Oplan Alis Skin Disease, Tangal taba, and Libreng Lipo sa Masa.

RESOURCES TEAM - FPJ's policy is the full development of our resources for the benefit of the people.

Department of Energy will be headed by Sec. Gary Valenciano. No more PPA, just pure energy.

The Environment portfolio will be given to Sec. Chin-Chin Gutierrez and supported by Bureau of Forestry Director Rico J. Puno, Mines and Geosciences Directress Gretchen Barreto, and Undersecretary Jimmy Bondoc.

DEFENSE AND LAW AND ORDER TEAM - Considering the lack of respect the citizens have for the law of the law, FPJ will implement the policy of law without fear or favor.

The Defense Department will be given to Sec. Annabel Rama who is feared by the devil himself. If she can handle Ernie Maceda, why not the generals of the AFP. If she can defend Ruffa's integrity despite all her shenanigans, what more the integrity of the national territory.

The Department of Interior will be headed by another fighter, Sec. Mystica who is well aware of the workings of the police after figuring in weekly brawls ever since she entered showbiz. She will be assited by PNP Chief Paquito Diaz, an expert on mobs and thugs.

FOREIGN AFFAIRS TEAM - FPJ will continue the current government's constructive engagement. Among the members of the nation's new foreign service are the following Ambassadors:

Lily Monteverde will "manage" all of them to make sure that they work in line with government policies. If Mother Lily can manage the whole Regal Family (plus Regal Babies), what more the nation's Official Family. She will be assisted by Presidential Management Staff Sec. Lolit Solis, another "talent" manager. To complete the roster of palace officials, the residential Spokesperson's job will be given not to Boy Abunda nor Cristy Fermin as other have speculated, but to the reliable Sec. Rey Pomaloy (Aminin!) to ensure that the government will not hide anything from the public.

I NORMALLY don't talk about problems in the home and other men's domestic failures in this column. I am not above such problems. If I point an accusing finger at another man when it comes to domestic problems, three fingers are pointing right back at me.

In short, I don't gossip in this space and in other forums because it's not manly.


But last Sunday I created a stir when at The Buzz, a popular TV show at ABS-CBN, I accused former senator and presidential aspirant Raul Roco of beating up his wife.

I had to take an exception to my strict policy of non-involvement in another man's personal failings on Raul Roco because he is running for the country's highest post. I subscribe to the saying that Caesar's wife should be above reproach, meaning the personal life of a man seeking a high public office should be scrutinized.

Roco vehemently denied the serious charge. His wife, Sonia, was beside him when he made the denial.

Roco told the interviewer to ask his wife whether he made a punching bag out of her. As can be expected of a wife, Sonia backed the senator's statement.

But my friends who watched the TV show noticed that Ms Roco took several uncomfortable seconds to buttress Mr. Roco's denial.

Sonia Roco asked how I could accuse her husband of beating her up when she didn't know me personally and vice versa.

I admit I don't personally know the Rocos. But I have talked to people who know them very well. I have talked to Roco's close relative who said that indeed the former senator and education secretary would beat up his wife during a spat.

Why are their statements believable? Because Roco has a violent temper. His temper is his No. l shortcoming.

People who know the Rocos told me they take pity on Sonia because of the oppression she suffers from her husband.

A couple of years ago, Sonia ran away from home and went to Baguio after she was reportedly beaten black and blue by Raul.

As fate would have it, she was nearly killed when the hotel she checked into collapsed. People who saved her from the ruins of the hotel thought that the bruises she got from Roco's beating was caused by her being hit by debris.

What's the purpose of this exposé on Roco's very personal shortcoming?

In many speaking engagements, the former senator and education secretary always stresses the value of the family. He always says that the family should come first above everything else.

When he was still in the Senate, some women's groups conferred on Roco the title of "honorary woman" because of his espousal of women's rights in some of the laws he sponsored on the Senate floor.

But why couldn't Roco respect his wife's rights?

Isnt' that hypocrisy of the highest order?

Another presidential aspirant, Senator Panfilo "Ping" Lacson, who is notorious for executing members of the underworld and reportedly even innocent people, has not been known for physically hurting his wife, Alice.

Neither does actor Fernando Poe Jr., who reportedly also has a violent temper when he's drunk. He allegedly beats up movie stuntmen when he's had a drink too many.

In fact, FPJ is a very doting husband to wife Susan Roces. I was told that when he and Susan would have a quarrel, Ronnie Poe was the first to blink.

In treating the "weaker ***," Poe and Lacson have an edge over Roco. Lacson probably because he thinks he's one of them.

There's a saying among macho Filipinos: "Ang babae ay hindi binubugbog, yan ay minamahal (The woman is not to be beaten up, she is to be loved)."

How the presidential candidate Fernando Poe Jr. conducted that reported dialogue with foreign ambassadors a month ago is the topic of many coffee-shop conversations.

The Poe camp announced March 7 that “last month,” its candidate briefed 18 ambassadors on his program of government.

The announcement was silent on the place and time of the meeting, who took part, and how the briefing was conducted. But the ambassadors “warmly welcomed” Poe’s platform, the announcement said.

With information scant and sources unavailable, we decided to imagine how the briefing could have taken place.

The meeting, we supposed, was a closed-door affair with tight restrictions on attendance. Sen. Tito Sotto accompanied Poe. The ambassadors who attended were not accompanied by a single staff.

Picture-taking and tape-recording were not allowed. No briefing papers were prepared.

In our scenario, it was agreed that Poe would speak in Filipino and Sotto would translate his words. The briefing lasted less than 30 minutes.

Poe and his adviser faced the diplomats across the table. Poe began the dialogue.

Poe: Marami pong salamat sa inyong pagpunta dito.

Tito. Your Excellencies, I thank you for coming to this briefing.

Poe. Tinatapos pa po namin ang aming programa.

Tito. I am pleased to inform you we have a well-prepared program of government.

Poe. Kaya hindi ko alam kung saan ako mag-uumpisa.

Tito. And I am prepared to answer all your questions.

Ambassador 1: Mr. Poe, when you say you will call for a review of Philippine-US relations, what exactly did you have in mind?

Poe. Gusto ko i-relax ng US Embassy ang visa requirement nila para sa mga Pilipino.

Tito. We will review President’s Arroyo’s friendship with the White House. We will review our support of the Iraq War. We will consider pulling out our troops from Baghdad.

Ambassador 1. I thought I heard Mr. Poe say something about visas and the US Embassy.

Tito. Mr. Poe also said the Americans can keep their visa if they will not legalize the stay of the TNTs, the undocumented Filipinos, in the US.

Ambassador 2: Mr. Poe, what will be your approach to government?

Poe. Gusto ko, consultative ang gobyerno. Kokunsultahin ko lahat dahil hindi ko alam ang trabaho. Kukunsulta ako sa mga ekonomista, political scientist, constitutional scholar, mga manghuhula at mga magaling sa feng shui.

Tito. We will get the best and the brightest national and international advisers. But the final decision will be made by me. . .uh . . .by President Poe.

Ambassador 3. In three words, how would you describe the problem in the Philippines?

Poe. Three words? Almusal, tanghalian at hapunan.

Tito: Poverty, population and politics. We have too much poverty, too many people and excessive partisan politics.

Ambassador 1. That’s a profound insight, Mr. Poe. You put the problem in its correct perspective. I quite agree with you.

The other ambassadors agree heartily.

Ambassador 4. If you have to have a slogan, how would you inspire your fellow Filipinos?

Poe. Sasabihin ko sa kanila: Sama sama, tulong-tulong tayo sa pagpapanday ng bagong umaga para sa ating bayan.

Tito. I’d tell them, climb every mountain, for every stream. Dream the impossible dream, fight the unbeatable foe!

The ambassadors rose and gave Poe a standing ovation.

Senator Sotto stood and took a bow.

Reply in a November 26 one-on-one interview with a television news correspondent when confronted with the question on how he would address the country's persistent problems (e.g., kidnapping, economic crisis/poverty), his confident answer was simply: Common sense.

When asked for his reaction to the peso plunge, seemingly surprised by the question, Poe said, "Bago 'yan ah, dahil wala pa kaming nilalatag na economic program nagkaroon na ng ano dun, diperensya? Okay 'yan, bago 'yan ah, di ko alam na magkaka-apektuhan ng ganyan?"

Asked if he thought the slide in the value of the peso was being played up by the administration to blame the political opposition, Poe replied, "Nagkaroon lang ng chain reaction 'yan. 'Pag nagbago ang dollar sa ibang lugar, may chain reaction 'yan."

Arnold De Sales: Ano po ang mga masasabi niyo sa mga nagsasabing importante daw ang edukasyon sa pagiging isang Pangulo?

When asked by Max Soliven (Philippine Star) about the importance of experience in government, FPJ replied: Hindi karanasan, but kung anong nararanasan.

His reason for not joining the presidential debate: There have been too many debates in this country. It's no longer time for talk, but for action.
