"Umaalon pag nag-brake"?
I would look at the shock absorbers if I were you.
When you say "umaalon pag nagbrake" what immediately came to my mind was the vehicle was bouncing under braking. In that case that's definitely NOT a brake problem, it's a suspension problem.
Do you understand why I suggested that you look at your dampers/shock absorbers? Those things "dampen" the excess springing energy of the springs, which is why "dampers" is the technically correct term for shock absorbers. In other words, they stop excess bounce, and they make sure that a spring compresses and rebounds only once.
If your dampers are dead, your vehicle's body motions are left uncontrolled when you accelerate, brake or turn. Because of that, it will take a lot longer for your vehicle to come to a stop - your Crosswind will be too busy trying to get itself settled down to scrub off speed effectively.
If that's not an accurate diagnosis of your problem then go ahead and change the brake pads.

^ From the problem description, it does sound like a brake problem. While the brakes are applied, If the frequency of the "wave" coincides with the speed of the car, it's typically a problem with the brakes.
I know it's just semantics but, "maalon" is usually distinctly different from "matalbog". The latter being more likely a suspension issue.

Just to give you an update.
I bought a rotor disc (replacement) for 1,200 and Bendix CT brake pads for 650 * Walco Banawe. Shell mechanic charged 200 for the labor.
Indeed, the problem was resolved by replacing the rotor disc.

Just as I suspected. Reading the title I had flashbacks of my brake problem before. Mura lang pala ng replacement. Almost ka-presyo lang ng pare-face. I opted for Runstop drilled/slotted rotors though. Mahal nga lang at P6,500 for the pair. But if you have the money, I can definitely recommend that.
