RPM dipping after revving the engine

Hi, I have a Honda Civic 99.
help naman po, bumababa kasi yung RPM nya after mag rev
ito po yung sample video nya.

Already did the following:
*replaced the IACV
*replaced the spark plugs
*cleaned the throttle body
*tuned up the engine
*changed the oil

Check your throttle position sensor. The episode on your video clip is too short but it seems to be hunting, a symptom caused by a bad TPS

The best test is using a DSO (digital storage oscilloscope) connected to the signal wire and ground. Make a sweep from closed throttle to WOT (wide open throttle). If glitches show on the waveform, the TPS is bad
