Sounds like a toasted compressor clutch coil or a/c blower motor, depending on where that bad smell is coming from.
It was never mentioned if the blower still worked after the bad smell.

working naman daw po sabi ni misis kasi, ginamit daw nila yung car pero naka off ang ac kasi mahinang mahina tlga daw ang lamig pero may lamig daw...take note, "may lamig na mahinang mahina"

In that case, it could be a simple matter of leaking freon. There might be a slow leak somewhere. Unfortunately the leak could be anywhere. If its on the coils or tubing, the fix will be cheap but if the leak is the compressor, it will be expensive to fix/replace.
The car will need to be serviced in an automotive A/C repair shop. If you have one that you trust, tell you wife to bring it there.
Cooling system is sealed so atmospheric pressure shouldn't be affecting internal pressure. But...
