    MANILA, Philippines - The Metro Manila Development Authority (MMDA) is studying a proposal to phase out outdated vehicles to address the worsening traffic in Metro Manila.

    MMDA Chairman Francis Tolentino said the phaseout could affect vehicles that are at least 10 years old. He added, however, that there are no plans yet to implement a phaseout.

    Tolentino said heavy traffic and problems on the road are mostly caused by motorists’ lack of discipline and not by the large number of vehicles.

    He said studies showed that heavy traffic cost motorists an estimated P137 billion last year in terms of fuel and lost productivity.

    so he knows driving discipline is the main problem... yet his solution is phase out older vehicles... ang labo.
    so kung ganun lahat halos ng PUV's sa kalsada specially yung mga jeep kaya ba nya tanggalin?

    pano yung mga malulufet na mga 1968 na mustang?

    imho, its not on the age of the cars.... it boils down on each owner's discipline on going out in a non-maintain and ricketty old car.

    Phase out ten year old cars? That would have worked thirty years ago, when ten year old cars were rustbuckets with carburetors, no ABS and a penchant for killing their owners... but today's ten year olds are barely broken in at 100,000 kilometers. All ten year old gasoline cars by the Japanese, Americans and Koreans are EFI, which means they pollute very little and save their owners lots of money in terms of gasoline.

    Why don't they just implement congestion charges in the Metro and be done with it?

    What they should do is have better implementation of inspections and tests during renewal of vehicle registrations. How come our equivalent of the MOT is basically just emissions and nothing more? There is no real checking for road-worthiness, which should be the proper criteria for taking "old" vehicles off the road.

    Ayusin muna disiplina ng Jeepney at Bus drivers.... yun lang naman problema.....

    sa Quiapo na lang, 6 lanes each way pero nagkaka-trapik dahil sa mga ungas na Jeep/Bus drivers eh... Biruin mo, 6 lanes each way, Trapik??????

    pwede lang nila i phase out mga ten year old/older cars kung maayos muna nila ang transportation system ng pinas. kung kaya na ng public transpo na hindi naiipon ang tao sa bus stop or jeepney stop then pwede yang phase out ng old cars.

    mahirap ata mag lakad from isabela to manila.

    bakit kaya nag re recommend ng mga ganyang law ng hindi nila na isip yung mas malaking perwisyong ibibigay sa tao. pambihira.

    IMO the solution is just plain and simple, registration alone, the inspector should get his butt out of his chair and inspect the unit to be registered. He just asks his minions to stencil the unit and then the stencil boy just draws the reg. form not even taking a good look and trying out the ride. (It would take longer to finish the registration process) but if they are really serious then they just have to do their job.

    It's not only applicable to a 10 year old vehicle, heck I see a 4 to 5 year old ride that rides like an 11 year old car for it's suspension may come apart at any second for lack of proper maintenance. Political will and discipline can go a long way.

    Mas bulok pa yung mga 2010 models na taxi kesa sa 2002 adventure ko hehe. :D

    hindi rin naman papasa ito.

    basta ok na ako sa no garage no car policy on getting brand new cars. sa 2nd hand kasi hindi makokontrol. ang mahirap lang dito ay paano kung makihiram muna ng garahe upon buying a car hehe.

    in short, disiplina talaga ang kelangan sa atin.

    kalokohan ito, i-scrap muna nila lahat na jeep at bus dyan na mga rolling coffins ....... isama na rin nila mga tricycle!

    Before hitting old cars, get our public transpo infrastructure in place first, then remove old, dilapidated PUVs. Then start increasing ownership registration costs for old cars.

    Niky has a good point though. Ten year old cars today (2002 models) are already generally much improved as against cars a generation before it (early 1990s).
