depends.. are they factory spec, or aftermarket? factory knows it is illegal to use real foglights in the city..
try them po at night in heavy rain. if they don't help (be honest!), then they're not real foglights.
and when you test for silaw, be sure the tester is sitting at a height of a sedan driver, and not a monty driver's sitting height.

Had lots of experience with this driving home to the wife's hometown (tuguegarao). Most of the drivers that do this are those who have little experience in real highway (long drive) scenarios. Lately it has been the kids showing off their outrageously bright (and dangerous) hid fitted cars. Fitted not retrofitted. Feeling nila initial D yng buong stretch ng maharlika highway.
About the buses, I've come to accept that yng low beam nila may illusion ng high beam pag on coming ka dahil sa position ng headlights. Pag nakakita na ako ng bus, slow down nalang and look at the shoulder line rather than the center line. Better be safe that sorry, most especially when your bringing the family with you.
PU vehicles are usually on semi-permanent hi beam, because:
1. they want to see far ahead because they are driving too fast;
2. they want to see kung may kumakaway na pasahero sa daan;
3. their headlights have no functional provision for beam adjustment.. kinalawang na..; and

Sabi sakin nung friend ko turo daw sa driving school kapag may naka high beam you focus your vision sa right rear wheel ng sinusundan mo or if wala naman basta look into the lower right part of the road.
remember, there's glare, then there's high beam. for glarefest, i use my fogs. for sunbathing, HID highs and the reflector highs goes with them. make sure the highbeam hotspot is right on "target"![]()
