how do i trace who the driver was?

just around 15 minutes ago a driver was tailgating us, and when we stopped near our parking space (at the back of our building), he stopped beside us, rolled down his windows and mimicking a gun in his hand, said, "pare itabi-tabi mo yung sasakyan mo at baka mabaril kita." and he was obviously drunk with red (and sleepy-look?) eyes. napansin ko din na meron siyang something-like a Police (not sure) ID na nakasabit sa rear-view mirror.

i just want to know who the owner (and if he's the driver, parang mukhang tsuper e) of this vehicle. and maybe file a complaint?
