I have no problem with people using their FFLs along with their low beams, since hindi naman nakakasilaw.

But RFLs in traffic are painful to the eyes..

However, stock fog lamps are aimed even lower than headlamps, which is why it doesn't cause glare to oncoming motorists.

Wala pa kong nakikitang stock fog lamps na mas nakakasilaw sa headlamps.

I would normally switch on my rear fogs when I'm driving thru heavy rain (near zero visibility). Or when conditions require it, (Tagaytay, Baguio weather).

Never in a traffic jam though.

From what I've gathered from experience, these are the typical behavior of people who misuse their RFL:

    1. "I didn't know it was ON. Didn't thought it was a big deal"
    2. "It's getting dark (or it's starting to rain). I'm a safe driver. Better turn on my RFL so they can see me better."
    3. "I've got an RFL... a Euro-spec automotive light and I intend to let everyone know about it."

Here's an excellent tip from one of the link I provided in my earlier post:

"A good metric to use in deciding when to switch your rear fog on or off is "Do I wish the guy in front of me was displaying a rear fog so I could see him better/Do I wish the jerk in front of me would turn off that damn bright red light?"
