Took the baranggay tanods almost an hour to locate the driver. Where was Sto. Nino Towing when we needed them?

Sorry sir/ma'am, medyo off-topic. The situation by *Garci made me curious, if someone "stupidly" blocked your driveway, what's your course of action? I mean if the village guards or the tanod is unable to locate the owner/driver and ofcourse medyo ayaw mo naman to shell out your own money to a private towing company, is it legal for me to attach a towing rope and drag the vehicle away? Or can I get 10 other guys and move this by hand?

Section 46. Parking prohibited in specified places. - No driver shall park a vehicle, or permit it to stand, whether attended or unattended, upon a highway in any of the following places:
(a) Within an intersection
(b) On a crosswalk
(c) Within six meters of the intersection of curb lines.
(d) Within four meters of the driveway entrance to and fire station.
(e) Within four meters of fire hydrant
(f) In front of a private driveway
(g) On the roadway side of any vehicle stopped or parked at the curb or edge of the highway
(h) At any place where official signs have been erected prohibiting parking.
