    STARTING today the Land Transportation Office will summarily fine smoke belcher violators in a bid to give more teeth to the agency's campaign in fully implementing the Clean Air Act of 1999.

    Assistant secretary and LTO chief Anneli Lontoc has issued a memorandum on the removal of the "24-hour contestability period" given to apprehended smoke belchers.

    She explained that the LTO has decided to remove the said ruling since it has no legal basis and was only issued because the LTO had no emission testing equipment back then.

    When the LTO already had enough equipment, Lontoc said that the ruling was not changed, which in turn resulted to the dismissal of several cases filed against smoke belcher.

    "Sa batas kasi 'yung once na pinadaan sa smoke testing machine ang sasakyan at lumabas na positive "prima facie" evidence na agad doon sa violator 'yun," Lontoc said.
    Currently, the agency is imposing P1,000 for the first offense; P2,000 for the second offense and P5,000 for the third offense aside from suspension of the license of the driver.

    Ingat mga diesel vehicles. Kayo ang laging target ng Bantay Uso. Hindi lang ako agree the way they test. They stopped the car and revved it to the floor. Even a new car talagang uusok. By merely watching the car running, you would know if it is belching smokes. No need to stop it and conduct a test.

    Nakow, di ba dapat impound kapag talagang smoke belcher? Hirap nito yung mga bus o truck na smoke belcher parating gabi ang biyahe.

    sana nga this is the start...
    i agree na dapat hindi irev to the maxxx pag nag test. kasi sa emission testing hindi naman ganon ang ginagawa eh.
    pero saludo ako kung tuloy-tuloy na yan.

    I've been out yesterday (Sunday) from Novaliches to Intramuros via Commonwealth & Espana and seen smoke belching buses and FX's.

    dapat alisin na ang emission testing centers dahil wala rin naman mabuting nangyayari dito sa ating bansa. walang bumabagsak naman yata sa tests.

    para naman kayong bago ng bago ,ehh kita na nyo pinasa yung batas ng 1999 ehh d pala sapat ang smoke emition facilities para ipatupad ang test ,kta nyo na pinoy style na yan puro drawing lang yan kakapal talaga ng mukha..alam nyo sa nakikita ko ngayon sa pilipinas wala ng pag asa ang bansa natin .. HOPELESSS CASE NA !!! EH presidente nga wala ng delikadeza yung mga nasa lower possition pa .katwiran ng pinoy basta may maisubu kahit na YURAKAN pa ang pagkatao k lang .puro hingi puro asa ..PWE... makapag kape nga sa star box ...............................................

    Tama kayo dyan, hopefully they will sincerely implement the law against smoke belchers to get rid of the polluters and political pollutants alike. Let us all help and work in way to achieve a cleaner and healthy environment. May the Police / MMDA and LTO people implement the anti smoke belching law by the book, not use this as a means to have LAGAY or TONG for their own pockets. Surely a straight forward implementation of the Clean Air Act will be disadvantageous mostly to the public transport and trucking sector, as most of their units need a lot of maintenance work or complete replacement needed. But they should understand that the cleaner environment envisioned was for everybody's gain. Hindi lang namin, nating lahat. . . .
    Most factor causing the smoke belching are due to minimal maintenance made due to high cost of oils and parts; over loading of trucks to minimize the number of trips; and the inconsiderate and inhuman character of the people involve.

    kung i-implement naman nila yan..dapat gawin nila ng tama. baka mamaya e bombahin nila ng bombahin yung accelerator at makachamba ng 1 reading na lampas sa specs tapos huhulihin ka na... e kalokohan na yun.

    so to safeguard yourselves, magdala kayo nung test protocol ng diesel engine smoke emission testing. dapat 6 readings yun and average of the 4 lowest readings. yung 2 highest disregarded.

    who knows di ba? maybe this time this ruling would work. eh kung may makita kang lto officer tapos nadaanan ng smoke belching na bus tapos pinabayaan lang...patay na tayo dyan. and the 1000php fine for the 1st offense is too low IMO.

    If LTO is serious in apprehending these smoke belchers, their enforcers guard NLEX and SLEX tollgates. Doon pa lang marami na clang mahuhuli.

    walang kaduda-duda na raket lang yung mga emission centers na yan...tapos may makikita ka sa daan na smoke belchers na nakakuha ng rehistro.
