This applies only to those in the lower rungs of gov't service. For the top officials of the land, they can and do get away with anything they want even in the face of overwheliming evidence against them.

the yatch orgy thing has been going on for over a year now. hindi lang ito limited sa cabinet member. even people like us attend those parties.

actually, it's a good investment to own a yatch today kaysa mga golfing rights kasi nga may demand ang mga parties na ganyan. laki parenta dyan

why? kasi mas walang makakarinig o makakakita kung nasa laot. so the whistleblower or the one who wrote this article, pano nya nalaman?
