BFV-808 Black E-150 and M2 Escort Motorbike

While I was on SLEX northbound with all of the rush hour traffic this morning, I noticed a police-configured (strobe light on a pole at the rearmost part of the bike, wang-wang) motorbike with rear plate 'M2' escorting a Black E-150 with private plates 'BFV-808'. They took the lane going to Sucat all the way until the toll plaza and then swerved (there's a big "No Swerving sign before the Sucat exit) to join the rest of the pack lined up to go further northward. Come to think of it, I've seen this duo a few times before.

What actually caught my attention was that the motorbike rider wasn't in police uniform, or in a uniform at all. He was in jeans and in a leather vest, the one that Mad Dog riders would usually wear, while escorting the E-150. A big colorful tattoo was all that was missing.

Just for the sake of argument, since realistically these power wielders are incorrigible, aren't police escorts supposed to be in uniform? Is 'M2' a real plate? Is the E-150, having a private plate, allowed to have an escort?

I was told back in college by my business law professor that only the President and the VP of the Philippines are allowed police escorts and must specify the route they are taking ahead of time so as not to inconvenience the citizenry. Any lawyers around to verify this? One of the things I hate are "VIPs" and "Politicians" who bully themselves thru traffic using their 'hawiboys' or "Police" escorts. There a few rare ones I've seen though who have escorts but follow courtesy and rules of the road. For me, having too much extras like flashers and back-up cars (windows open to show how many they are) makes them an obvious target for an assasination attempt.

Ayowz! Pulis Makati moonlighting as a security escort to the child of a prominent personality (perhaps with the initials of BFV?). Ang alam ko, may unit ang PNP for "bodyguards" for people with "threats on their person". But even if this was the case, I do not think you're supposed to flaunt the fact that you have at least a bodyguard or a police escort (who is not even in uniform but who's on a police motorbike, and who btw, thinks he's above the law by cutting through traffic).
