    LTFRB to phase out 15-year-old jeepneys, buses

    The Land Transportation Franchising and Regulatory Board (LTFRB) will soon start to implement a long overdue program designed to rid major thoroughfares in Metro Manila and the rest of the country of rickety old passenger buses and jeepneys.

    LTFRB chairwoman Ma. Elena Bautista said the government will be seriously implementing an order issued by the Department of Transportation and Communications (DOTC) in 2002 that bases the age of a vehicle on its date of manufacture, not its registration as a public utility vehicle with the LTFRB and the Land Transportation Office.

    Jeepneys and buses found to be aged 15 years and older can no longer have their franchises renewed by the LTFRB when their campaign starts, Bautista said during a forum of the Manila Overseas Press Club.

    She said the DOTC order laying down the program was issued two years ago but is being implemented only now.

    "I only inherited this problem," Bautista said, admitting that she expects the program to generate a lot of controversy, with many jeepney and bus groups opposed to the phaseout.

    The DOTC decided to phase out aging public utility jeepneys and buses, considering them safety hazards on the road as well as environmentally unfriendly.

    just curious, what are they gonna do with those vehicles...let it rot in their backyard?
    is the govt going to give some form of monetary compensation para gawing mga
    scrap metal yun?

    Mukhang mahirap yan unang una san nila ilalagay yan mga yan second sabi sa news mukha daw impossible yan dahil noon pa man daw gusto na nila phase out mga 15 yr old na mga puj's at puv kaso hindi lang natuloy dahil malaki ang mawawala na mga puj's at puv...Ok na sana kung papalitan ng gov't mga sasakyan nila para may magamit pa rin sila...

    Guys,

    under the law, public utility vehicle operators are supposed to have the financial capability to maintain the service. Meaning, apart from regular maintenance of their vehicles, these operators should also have the financial ability to replace them when necessary...like when safety regulations require them to be replaced.

    The government is not required to reimburse, much less replace these vehicles since the grant of a franchise to operate a public utility vehicle is a mere privilege and can be revoked at any time.

    hirap naman talga if you have jeepneys, dme mo i maintain..kawawa lg dyan ang mga drivers..kc minsan yan na hanap buhay nila para sa kanilang pamilya..

    and to think na almost 60-70% of the population are commuters ... so ang pinahihirapan lang nila e ang mga ordinary citizen... i think ang kailangan nila gawin is yung i control ang mga ende na pede i pa rehistro.. thorough check up talaga..

    dapat lang talagang i-phase out mga yan kung talagang delikado na sa buhay ng mga commuters and motorists.

    phasing out of 15 yr old jeeps/buses is like taking away more than 50% of them, lalo na jeepney dito karamihan karag karag na.

    for sure hindi ito matutuloy, dagdag batas pang-kotong lang ito para sa cops and Lto. Ang dami nga jeeps na hindi naka-rehistro eh. pansinin nyo mga stickers nila sa plates.

    dami rin jeeps na nde pa pumapasa sa anti-smoke belching... e ang tagal na nung anti-pollution law ah..

    Iyong jeep mahihirapan silang implement yan. Pero iyong bus me pagasa silang ma implement kasi karamihan nabiyahe ito sa mga tinatambayan ng MMDA eh.

    Sa lasa ko pagka nag renew sila ng prangkisa doon ma iimplement iyon.

    its ok kahit luma basta maintained... dto kasi... kahit bago sira sira na kasi hindi marunong gumamit. bumarumbado magdrive parang go-kart. the stop anywhere attitude is just stupid. kung hindi nila kaya i-discipline thoroughly ang mga jeeps... hindi talaga susunod. hindi bagay ang democracy kasi they keep abusing it. poverty is not an excuse to break the law.

    Pag naging seryoso at strikto ang pag-implement ng 15-year limit at ang anti-smoke belching law, eh... mawawala sa kalye ang lahat ng mga jeepney, bus at tricycles!

    kasi po ang hindi i-renew e yun lang pong franchise to operate a public conveyance.

    sino ba nag-sabi na di na pwede i-register ulit yun as private vehicles? certainly not the lto nor the ltfrb. kayo lang nag-conclude nyan. franchise to operate a puv is not the same as registration of a private vehicle.

    so yun pong mga jeeps and buses na hindi na nila i-renew ang franchise, pwede pa rin yun i-register as private vehicle. so yun mga jeeps andyan pa din yan, private nga lang. pwede pa din yan gamitin na pam-byahe ng gulay galing probinsya. o gamitin for family use.

    yung buses ang di ko alam ano pwede gawin, maliban na lang kung ipagbili nila sa gustong i-convert ito as campers or "mobilehomes". makabili ng isa kung magkataon, pwede na kami magbakasyon sa baguio ng hindi mag-check in sa hotel hehehe!

    as to opposition by the operators, kaya yan gawin kasi dati na pong ginagawa - SA MGA TAXI. all taxis 10 years or older can no longer be registered as public utility vehicles. tagal na yan. so meron nang precedent yan, di na pwede sabihin ng mga operators and drivers na mawalan sila ng trabaho at meron na nauna sa kanila na nawalan ng trabaho at buhay pa naman hanggang ngayon. also may isa pa silang phase-out nuon, yung mga diesel taxis. nagawa naman nila, bakit naman di nila magagawa ngayon kung gusto nila. pag hindi na-renew ang franchise e paano mo pa i-register yan as puv?

    so wala choice ang mga operator kundi i-convert yan na private vehicles, tapos kung gusto pa nila i-tuloy ang negosyo nila e bumili sila ng bago.

    gaya namin sa taxi industry, pag 10 years na ang taxi i-convert namin to private, paayos ng konti and then sell cheap sa probinsya, then bili ng bago. ganyan lang ang buhay...

    dapat nga wala ng jeepneys eh... dapat magkaroon tayo ng other form of public transpo... pati yun mga buses na napakalaki na wala naman laman... dapat paliitin or palitan!

    Hindi po kasama sa Phase-out ang mga Public Utility Jeepneys. Read the news.

    Sa mga 1st world countries, madali nilang naiimplement ang ganitong batas. Kasi marunong sila mag-implement at sumunod sa mga batas nila at saka meron silang pagbabagsakan ng mga Surplus, tayong mga nasa 3rd world countries.
