you can't sell a unit unless its paid and you hold the title. kung may lien pa that means you still owe money to the lienholder who is the one who financed your car. Try to get the Blue book value first, then ask for the payoff amount from your lienholder. Try to sell it to him but you would need to let his payment clear off, pay the lienholder and wait for the papers to be mailed which may take from 1 week to 2.
Yun nga lang, its up to you if you want to disclose to him the lienholder.

Meron na akong bill of sale at yung titulo pirmado ko na.....
Pwede ko na kayang ibigay yun tapos mail ko na lang yung check sa lien holder ko. OK na kaya yun? Pwede na kaya nilang irehistro yung sasakyan pagkatapos ma-clear yung account ko with my current lien holder? Aalis na kasi ako this June 4th. Baka may kailanganin pa sila sa akin.

HEy Macky. Looks like you're getting ready to go back to the PHils.
Here's what you do. If you are the seller, call your bank and tell them you are going to sell your car. When someone buys your car, ask the buyer to pay you by certified money order - both of you (seller and buyer) should go to the bank and have the money order verified - if its all clear, go to DMV.com and search for "deed of sale"....have that filled up and signed. Bring that with you in the bank and have that notarized by the bank.
There is a form called "trip permit" which the buyer can buy ($5 for 3 days), fill up the form online, print and attach it on the rear windshield. Buyer can temporary use that for 3 days and is renewable online. Once you (the seller) have the money order, notify your bank and have the paperwork done and send the money to them. They will send the title to you (seller, the original owner)...you will have to send that to the new owner (buyer) and its gonna be his responsibility to process the transfer at DMV.
You're done and off the hook.

Kapatid, when I sold my 7-month old Civic, I called the lien holder to make sure that I can sell the car even with the lien on it, and here's what I did.
1. Write and notorize a Bill of Sale
2. Ask the buyer to write the cashier's check to your lien holder's name.
3. Send that check along with an "authorization letter" to release the title to the third party. I asked my lien holder to send the title directly to my buyer, which they did.
NOTE: If you have to pay the up-side down, mail it along with the cashier's check from the buyer.

pahabol-sulat kapatid, any notary public can notarized the document. Roving notary public pa nga ang ginamit ko libre na dahil nagpa-notorized din ako ng property title.
