For a total newbie, as in someone who does not know a thing about car maintenance and just learned to drive from a driving school, assuming the budget is around 100k.
It should be a car that is easy to maintain and not too difficult to drive, and would not depreciate much when bumped.
It should be a basic car (no accessories), slow but not too slow, with a small engine.

100K? i think a Nissan LEC would fit your budget. although i've heard of some engine troubles with this car...
how about a gen1 (sedan) 323?

i don't think that the HB would fit in his budget. the resale value for the HB is surprisingly high - even for the base models.

an ae92(toyota corolla 89-92) might be a good choice...tons of parts, and cheap at that

mga mazda mura... sentra series 2 na JX nasa 100k na lang yun. toyota corolla medyo mahal pa

we sold our sentra series 2 for 88k a few months ago. medyo wala ng compression yung engine kaya kelangan na ng overhaul or engine replacement.

maybe the Nissan Sentra 1.4 series 2 would better fit the bill.
cheap to buy, enough power from the engine, parts relatively easy to find in the surplus stores.
