Is the tire stuck on the rim, or is the rim stuck to the wheel/brake rotor?

Due to the differential gear, the wheels may not always rotate at the same speed when the car is on a lift. This is normal. One wheel may have more resistance than the other. For instance, the wheel with the tighter wheel bearing, CV joints, or has brake drag will tend to be slower or not move at all compared to the wheel on the opposite side.
It's a different story, however, if the wheel can't be easily turned by hand. If that's the case, you should investigate the cause.
eh kung nakababa na yung 2 front wheels sa ground, makaka recieve na kaya ng power yung 2 wheels o yung isa parin with lesser resistance to turn?
what you have is called a open differential, now if you have a limited slip differential the effect is when you spin one wheel the other goes the opposite way.
