Wow some people should not be under the hood of a car. A distributor is a piece of metal with a gear attached to the end of it that spins off of the camshaft. It turns a shaft within the distributors housing which has a rotor connected to the opposite end if it, and depending on the position of the rotor in correlation to the distributor CAP it fires the appropriate cylinder. Note that a rotor, and a distributor cap are not a distributor but rather parts that are attached to the distributor. There is also depending on the vehicle a pickup sensor under the rotor, and and on some an ignition module. As far as your question about losing power, the year make, model, engine size, whether its fuel injected, a TBI unit, or carburated is needed to make an educated guess at your problem. Yes distributors do wear out, the shaft in the housing will wear out one day, but would take many many years to do this. All of the parts on a distributor are replaceable unless the housing or the shaft are bent/ tweaked etc.
Generally, the part that wears is the bearing on the shaft. When that becomes worn, the ignition timing develops a "jitter" -- the timing varies too much with time. The problem is visible on an ignition analyzer, and may be how that Casa mechanic made that diagnosis.
If you can remove the distributor cap and rotor, you can physically check it by grabbing the top of the shaft and pushing it from side-to-side or front-to-back. If it jiggles noticeably, it may be worn enough to make the timing somewhat inaccurate.
Whether or not that slop would be enough to make it fail the power in your Lancer is debateable - it would probably have to be very bad to do that, and be a contact-points style ignition. If the car is new enough to have a Hall-effect switch instead of points, I'd probably suspect something else, like timing or a maybe even something simple like a severely clogged air-filter not a 42 thousand bucks. C,mon wake up. Hope this help

Looking at it, i guess the price would be around 3-5k lang.
