Probably, you got a defective headlight selector switch. Bring it to an auto electrician for proper troubleshooting, unless you know how to use a VOM.

It could also be corroded wire sockets in the engine bay compartment, got also a Lancer 97 with intermittent aircon malfunction and I have traced it to faulty wire sockets.

Check if the bulb is ok.

Check if the bulb has contact in the socket.

Check wiring from socket to fusebox. (there might be a break in the wire)

    problem solved!

culprit: busted bulb - broken dim/low beam filament coil

solution: Philips XP 12V 60/55W 4300K (same specs as the original stock)
added features: 80% more bright and 25 meters distance reach as indicated in the box, replaced both to know its good features and life span
cost: 1,600 including installation (can DIY but free)
store: c3 sny research thru OL but bought at the store

thanks for this site and to all those who shared their inputs, cheers
