With a turbo it would be a real pocket-rocket. Being quite conservative if they managed to get some 120 to 140hp out of the 1200cc engine into such a light car would be funny. BTW I actually don't understand why this Spark was fitted with a nitrous oxide setup instead of a turbo...

Price, likely. This is a showcar for Chevy. It only needs to hit the target acceleration markers once in a while... the rest of the time, it will drive like a stock car.

The cheapest is not everytime the best way to go. The nitrous system ends up requiring the bottle to be recharged and it's not exactly cheap... Also, nowadays a turbocharger setup is not so expensive as it used to be.
As far as PMS goes, it's actually not so harder as some people still think it is.
There's always the extra care you have to take with a turbocharger in a tropical country like the Philippines... proper warm-up and cool-down procedures... regularly checking your oil... and more frequent oil changes.
A wet nitrous system is basically plug and play... and at the low setting they have theirs (10 seconds to 100 km/h... so probably from 85 hp to around 110...), there's not much stress on the engine.
