SENATOR Mar Roxas called on the government to protect the call center industry and its employees saying that women should be allowed to benefit from the growing call center industry and be given equal treatment like security of tenure, monetary compensation and provision of fringe benefits for night workers.

"The call center industry employs an estimated 96,000 people with projected revenue of $1 billion for 2005. It deserves utmost protection and attention," Roxas, chair of Senate Committee on Trade and Commerce, said.

According to the latest statistics from DOLE, 70% of call center employees are women.

To protect the welfare of call center agents and skilled night workers, Roxas has filed Senate Bill 2071 that seeks to amend three provisions in the Labor Code.

    Under the Roxas bill, an
“The call center industry employs an estimated 96,000 people with projected revenue of $1 billion for 2005. It deserves utmost protection and attention,”

employee who works on a graveyard shift or from 10 p.m. to 6 a.m. should be given free medical check-ups to ensure fitness for night work, provided with free transportation services from their work site to areas where public transportation is readily available and be allowed to work under compressed or flexible time arrangements.

Roxas said that under the International Labor Organization (ILO) international standard pertaining to night work for women, women are prohibited from working at night in any private or public industrial undertaking except the managerial, technical, health and welfare services. The Philippines adopted this standard and was incorporated in the Labor Code since December 1953 which now requires revision.

actually, the most important issue here is the security of tenure. the other laws like the ILO-IS, should be amended to fit into the work and industry standards. almost all of the progressive countries these days are into the 24/7 work scheds.

What happned sa sis-in-law ko and her friends sa peoplesupport is questionable corporate act...

a few months ago, an officemate of theirs went to singapore and got a job there (call center din). then naturally she asked her friends kung gusto ba nila subukan, and they did. I think mga 4 of them passed the interview and good to go na sila (visa and papers nalang processed by the singaporean company)

and since 70% women, 29% gays (1% lang male siguro) sa call centers hehe, somehow may nag sumbong sa boss nila.

the boss terminated them on the spot for breaching contract daw na going to a competitor.

they (the ones going to Sing) wanted to file a complaint, but realized din na walang point to do so since:

    1) If they go through with this, they'll be forced to stay here for the case.
    2) If they did "win" would they really want to go back to work for the boss who fired them?

    So parang wala din.

Sen. Roxas' intentions are good, but it also ignores certain realities. A lot of Call Centers I know already provide a medical plan for their employees, from agents to executives. If his proposed law compels Call Centers to provide free transportation, dagdag sa overhead ng business 'yan. Why? Because there's the added cost of buying and maintaining a vehicle, hiring drivers, fuel and even insurance. As far as the industry goes, it may just kill investor interest in the Philippines for the Call Center operations. We're already reaping the benefits of India's stricter laws on Call Centers which granted excessive benefits to call center agents. I'm not against the proposed law. I think it should be rationalized a little. Like giving the option to the Call Center agent to take a morning shift vs. a graveyard shift.

it's happening again... after getting foreign (and local) investors to start up business here with all the incentives, eto, unti unti, legislated measures that do protect the workers but does not add incentives to investors...
kapag maging batas na naman to, gaya ng nabanggit, tataas ang overhead ng mga call centers and those thinking of putting up new call centers would think twice..

buti sana kung pumasa ang batas na to, at may katapat din na batas or incentive that would make the industry more competitive... parang give and take...

Yun nga lang, what other job?!

Like giving the option to the Call Center agent to take a morning shift vs. a graveyard shift.
Kapatid, I bet you lahat sila pipiliin ang most convenient schedule, the morning shift.

Usually, graveyard workers sa US get paid $3 more per hour.

dunno about benefits, pero imho ang pinakaimportante sa night shift people is transportation and security. naikwento ni ma dati that the call center a friend's daughter works in already had two separate incidents of rape nung papauwi ang coworkers nya. the money must be really good, since afaik she'll still working the same shift
