You have several remedies available to you, namely:
1. Bring this matter to the attention of the Board of Trustees of your Condo Corp. and let them direct the Building Admin to secure the necessary permits;
2. If the Board ignores you, go to the Office of the City Engineer and request if they can send an inspector to your condo building; or
3. Wait for the next Annual General Meeting of the Condo Corp. and lobby to vote for a different Building Manager or members of the board (to ensure that the next admin will comply with all rules, regulations and ordinances).
what i would advise you to do is do not wait for the general meeting of your members. what you have there now is definitely a risk. a risk to you, to your family and to other members.
report it to the city engineers office as soon as you can. you can contact them naman via telephone eh. you really do not need to go there personally.
