di naman usually sabay nasisira ang bulbs so might be a fuse dun sa wiring harness mo since you mentioned "relay".

Magkahiwalay ang filament ng bright at dim.

So pwede ngang bulb ang sira pero yung filament lang ng low beam. Pwede mo naman i-check physically by taking out the bulb and looking at the filaments or installing the bulbs in another car.

I have tons of headlamp bulbs here with burned out low beams but working high beams.

I guess it's expected na mas mauuna masira ang low beams since it's the one that gets used the most.

pull out the bulbs from the socket, have it tested (electric 12V charger will do). just to make sure the bulbs are fully functional at low & high beams.

Now if the bulbs are in good condition, you might want to check the fuses related to your headlight system. Yun sa Vios ng sister ko, yun daw ang sakit, napuputukan ng fuse once in awhile pero buo ang bulbs. Eventually, she'll have to have her headlght relays replaced according to the mechanic...

^^ yup, parang pag double contact bulbs (tail lights), dalawa din yung filament.

When you say "dim," are you referring to the low beam or clearance lights?

I don't know about the Altima, pero in my 97 Accord, separate bulbs ang LOW beam, HIGH beam at clearance. Bale 3 bulbs sya dun sa headlight housing. Ganun din ata sa Sentra ko (basta I know ibang bulb yung clearance light nya, kasi napalitan ko na yun)
