    Hi,

I have a very basic (or dumb) question:

Can I file a claim against a car hitting my property if my property is not insured?

    For instance:

    a. An insured's car hits my house or bakod and I don't have insurance for it, or
    b. An insured's car hits my car and I only have CTPL insurance.

    Hope you enlighten me.

    Thanks!

Yup in both cases. If the damage will fall within the coverage of the 3rd party Insured car, then their insurance will pay you up to the actual damage caused by the accident.

Thanks. But how can I produce a "Certificate of No Claim" if I don't have an insurance company to get this from? Requirement po ata ito ng insurer ng nakabangga?

Just give them the CNC of your CTPL insurer. That should be enough for most insurance companies. If for one reason or another they wont accept it, make a notarized statement that your vehicle is insured only for CTPL and has no comprehensive coverage whatsoever.
