Gov't cuts tariffs on hybrid vehicle parts to zero
    01/26 6:58:15 PM

MANILA (AFP) - President Gloria Arroyo has signed an executive order cutting to zero the import duty on parts used for developing electric or hybrid vehicles and those fuelled by alternative clean fuels.

The order was signed early this month, but was only publicly released Thursday by Arroyo's office.

The zero tariff covers "components, parts and accessories for the assembly of hybrid, electric, flexible fuel and compressed natural gas motor vehicles," it said.

Arroyo said "there is a need to promote efficient use of fuel in the transport sector" and that using alternative fuels could support the government's energy independence agenda.

cool! but expect importers of conventional parts to use this as a cover so as not to pay the right tariffs.

To encourage both Toyota and Honda to build here... we'll have to see if this works.

Ford's already taking advantage of this with their engine plant in the Philippines.

Hopefully. Maybe this will allow people to import LPG kits for EFI vehicles. There are tons of those out in Europe.

great news. This might mean a lower price for the upcoming hybrid cars even if they are CBU.

    on a related note:

Toyota eager to launch hybrid car
    By Marianne V. Go
    The Philippine Star 02/17/2006

Toyota Motors Philippines Corp. wants to fasttrack the introduction of hybrid motor vehicles in the country, in response to government’s effort to seek alternative, cheaper and more environmentally friendly fuels and cut down on increasingly expensive crude oil.

According to Daniel Isla, first vice president for marketing, Toyota wants to fasttrack the launch of its Prius hybrid motor vehicle in the Philippines within a three year period instead of its earlier target of introducing the hybrid vehicle only in 2010.

However, according to Isla, Toyota is likely bring in completely built-up units (CBUs) rather than go for government’s program which would provide incentives for the assembly of such vehicles.

According to Isla, hybrid engines are very expensive because they are actually composed of two engines – one powered by electricity and the other by regular gasoline.

In the Philippines, Isla computes, a hybrid vehicle would likely be priced around P1.2 million to P1.5 million and would, thus, cost as much as Toyota’s luxury sedan model Camry.

Government, Isla suggested, should initially grant incentives for CBU imports of such vehicles if it really wants an alternative vehicle to regular gasoline-powered vehicles.

The local assembly of such vehicles, thus, Isla said, would not yet be economically feasible.
there you go... straight from the horses's mouth... we'll only see hybrids here (at least the ones from Toyota) by around 2009 or 2010.

at the moment, LPG conversion kits (for carb & efi) is the most viable solution if you want to save some money in the long term view. But the ROI is still kinda long (1.5 to 2 years for the regular motorist, less if you operate a taxi).
