Difference in FC, negligible if you are using similar width tires.

But advantage of 15" wheels is you can use wider tires for better grip. Also shorter sidewalls improve overall handling as compared to tires with taller sidewalls. Downside, ride quality will be slightly stiffer.

Generally 15inch tires are available in 195/55/R15 or 195/50/R15 sizes. Series 55 tires are generally for comfort while series-50 tires give sharper handling.

14inch tires are cheaper then 15inch. 14"- Less strain on the suspension especially the uneven or bumpy road, because of taller side wall. 14" - Less likely to become oblong.
