5. Gusto ko i check bago bilhin yun car, bago rin me magbayad, . So how can we check it na di sya carnap-HOT car-may pending cases....TMG requires to bring the car (yta) or any means na magawa ko ito para iwas hassle

The LTO 2600 text facility is not a reliable source of info. Delayed po ang updating ng database nito and at the same time hindi pa kasama ang TMG alarm. LETAS violation lang kasama dito.
If the LTO 2600 indicates the car has registration problems, then good, dont buy the car. But if it says otherwise, it still is not 100% accurate that the card is indeed "clean".
IMO sa TMG/HPG pa din safest way to verify.
If you still want to give it a shot then send "LTO VEHICLE <plate number>" to 2600.

sorry for not replying as soon as i can, been very busy the past few days.
to answer:
- yes, its not that 100% reliable because of the factors stated by rst, but i am sure that if it is a second hand car, updated na database nun.
what you can do is to do a manual check of the information stated at the LTO text with the papers that you have on hand like the OR/CR, if it matches, then its around 99% sure that its clean.
- you can still go to TMG if you really want to be sure. but then, it will take time. and the expense is at your part, even though you are not getting the car pa, you have to spend for this already.
