    I had my nanay's van registered at the LTO this morning and these are the changes in routine/activity/policy that I noted based on what I had experienced and had observed around me:

    Emission Testing

    1. Emission test results are now captured on-line via network link between the testing center and the LTO office. Even if we arrive early, if both establishments are not open then no test would ensue.
    2. The vehicle being tested is now subject to a camera snapshot whereby the result is recorded on the emission center's computer. The same image would be printed on your emission certificate. Together with the emission results, this data would be uploaded to the LTO computers for cross-verification later.
    3. The captured image would need to show three things: a) the image of the testing officer actually performing the test, b) the rear plate number of your vehicle whereby the alphanumeric characters and the last registration stickers are shown clearly and c) the "testing rod" inserted on the tailpipe.
    4. In case all three images are not clear, the picture needs to be retaken (like what happened to me). There are no extra fees for pictures retaken.
    5. If by chance there image and/or data was not captured/uploaded to the LTOs computer, you need to go through the process again (like what happened to one of the gentlemen who was having his vehicle - 99' Accord - registered at the same time). AFAIK, no fees were paid for reprocesing.

    According to the emission officer and the LTO person that I talked to, if in case there is a glitch on their linked system that would not allow the transmission of data, then you either have to wait or come back the next day, if the glitch would not be fixed in time.

    Insurance

    1. Your insurance needs to be verified against the master list of all legit insurance companies (AFAIK, ganito naman ang ginagawa dati pa).
    2. Your COC has a code that the LTO would use to verify it against their database of all legit issued COCs by legit insurance companies (at least, this is what they told me)
    3. If your COC code checks out, well and good. If not, you would need to either go to your insurance company and ask for some sort of certification, or call your insurance company/agent (eto ginawa nung isang kasabay ko), give them a heads-up on what is happening so that they can make remedial proceses.
    4. If in case your insurance coverage does not check out with the LTO (even if it is legit), they would not honor it. You would need to cancel that coverage and get new one from one of the companies on their list, or based on their "recommendations"


    Total time that I needed to finish everything: 1 hour and a half - half an hour longer than last year.

    I'm scheduled to register my nanay's van this month and I was wondering if there there is or are extra procedures that LTO has implemented with regards to their drive to determine if the insuring company of a vehicle owner is a fly-by-night operation or not.

    Did they make the process a bit more efficient (we wish) or did they just add another meter-long red tape to the process? Would there be "back-and-forth" verifications required i.e. cross-verifying if the insurance company is real or not? If there are new or changed processes, are there any new fees that I should look out for i.e. increase in computer processing fees?

    same concern, i'm scheduled to have my registration renewed next month. and i get my TPL insurance from a relative's insurance company. way below the TPL offered in LTO branches. 2-300 pesos difference.

    the only thing i noticed is that hindi na indicated ang kulay ng vehicle..

    is it because pwede na magpabago ng kulay ng wala ng kailangan gawin sa LTO?

    wala naman new procedure nung nagpa-register ako ng kotse last march and ng motorcycle this august.

    Kagagaling ko lang sa LTO Las Pinas. Nothing new sa registration. Ang napansin ko lang ay mas makakapal ang mukha ng mga Fixers ngayon doon.

    nothing new has changed. internally its just that the insurance companies and emission centers have to be connected to lto's IT network. emission centers will have the results of your testing encoded real time to your file. i'm just not sure how insurances would work ( it hink its the control number).

    i advise that don't register at the end of the month or you might be caught up with technical difficulties like what happened to me.

    i'm getting my compre/tpl insurance sa relative kaya may discount..

    wala namang nabago except namahal na yung emission testing..

    mga sir, magkano ang inabot nang registration ninyo..para alam ko kung magkano ang ibibigay nang wife ko dun sa maglalakad nang car registration..para alam din nang wife ko kung magkano ang ibibigay na pang meryenda sa friend namin. TIA

    50 - LTO (check nila headlight,signal light,brakelight,wiper,busina. + yung aim ng headlight high & low beam using a device, kasama pa dapat yung brake test and shock absorber test kaso tinamad na yung lto officer. )

    cost of sticker - 50
    legal researc fee - 10
    MVUC - 2300
    comp fee - 169.06
    sub total - 2,529.06

    total - 3614.06

    + 10 pesos para sa tabloid habang naghihintay matapos lunch break
    may TV sila kaso nasa loob ng office, para habang naglulunch sila sa loob may pinapanood sila, imbis na sa waiting area ilagay.

    LTO main east ave
    arrived at 12:30pm (lunchbreak office opened at 1pm)
    departed at around 3pm


    as usual nagkalat pa din mga fixer para sa mga tamad.
