I had my nanay's van registered at the LTO this morning and these are the changes in routine/activity/policy that I noted based on what I had experienced and had observed around me:
Emission Testing
- Emission test results are now captured on-line via network link between the testing center and the LTO office. Even if we arrive early, if both establishments are not open then no test would ensue.
- The vehicle being tested is now subject to a camera snapshot whereby the result is recorded on the emission center's computer. The same image would be printed on your emission certificate. Together with the emission results, this data would be uploaded to the LTO computers for cross-verification later.
- The captured image would need to show three things: a) the image of the testing officer actually performing the test, b) the rear plate number of your vehicle whereby the alphanumeric characters and the last registration stickers are shown clearly and c) the "testing rod" inserted on the tailpipe.
- In case all three images are not clear, the picture needs to be retaken (like what happened to me). There are no extra fees for pictures retaken.
- If by chance there image and/or data was not captured/uploaded to the LTOs computer, you need to go through the process again (like what happened to one of the gentlemen who was having his vehicle - 99' Accord - registered at the same time). AFAIK, no fees were paid for reprocesing.
According to the emission officer and the LTO person that I talked to, if in case there is a glitch on their linked system that would not allow the transmission of data, then you either have to wait or come back the next day, if the glitch would not be fixed in time.
Insurance
- Your insurance needs to be verified against the master list of all legit insurance companies (AFAIK, ganito naman ang ginagawa dati pa).
- Your COC has a code that the LTO would use to verify it against their database of all legit issued COCs by legit insurance companies (at least, this is what they told me)
- If your COC code checks out, well and good. If not, you would need to either go to your insurance company and ask for some sort of certification, or call your insurance company/agent (eto ginawa nung isang kasabay ko), give them a heads-up on what is happening so that they can make remedial proceses.
- If in case your insurance coverage does not check out with the LTO (even if it is legit), they would not honor it. You would need to cancel that coverage and get new one from one of the companies on their list, or based on their "recommendations"
Total time that I needed to finish everything: 1 hour and a half - half an hour longer than last year.
