[Help] What procedure in transfering ownership, car from Manila but now in Davao?

Hello guys can I ask what will I do if the car was originated from Manila. Nabasa ko kasi that you need to go to the original LTO where it was registered but the car can already be renewed dito sa Davao. Naka open deed of sale po xa at 3rd hand buyer na po ako kasi yung 2nd owner hindi pa niya na transfer sa kaniyang pangalan. Thank you.
