Agree. Get a brand new car if you are going the financing route. Why? Interest rates are much higher for 2nd hand cars meaning less value for your money.
And since it is your first car...you always want a trouble free experience. Getting a brand new car provides you with a warranty that gives you that peace of mind.
Cant go wrong with the Altis or City. But they are in different classes. One is a sub compact while one is a compact. It depends on your final budget really and how much you are willing to pay every month. One is an automatic and easier to drive in our hellish traffic. One is a MT but in a bigger car class.
i suggest a used altis. it's a toyota, for all the real and imagined advantages the marquee has to offer.
but buy it from its actual first owner. i feel they are honest-er and easier to tawad from, compared to bayan sellers who make a living selling cars.
if you are lucky, you might score one in great condition, but whose owner is selling because he needs the garage for his new car that is being delivered next week.
your budget will already allow you to pay in full.

If you are already in the know on how to take care of cars...meaning, may suking trusted mechanic ka na and a bit familiar na on car parts,it is more practical to buy a 2nd hand car.Stick to either toyota or mitsubishi muna for maintenance reasons ie. Parts availability.
For a 400k budget marami ka nang maabot na 2010 model sedans or if you are open for an old school diesel engine, may mga mitsubishi adventure gls sport 2010 models na for that amount...economical fuel consumption,can carry a number of passengers and lots of cargo space,very affordable parts and most of all very reliable.
Whatever car you decide on,specifically if 2nd hand,go for manual muna unless of course you are knowledgeable na on how a matic shifts kasi baka mamya pala may tama na transmission niya (solenoids or gears or ecu ng transmission) and medyo slipping na.
But if you are familiar naman na on how to maintain a vehicle, it is always satisfying to own a brand new car.
