Plate Number Restoration

Don't know if there's already a thread here with the same subject as this one...

Anyway, just want to know if there are shops who specialize in restoring plate numbers. Ung plate number ko kasi mdami ng scratches and bent/fold lines from pedestrians na sumasabit sa plaka ko at natutupi.

I also want to change the color of the plate. My front plate number kasi is color white while the rear is green. I want it the same color sana (if possible, black color ng letters and numbers on a white background).

Pwede bang kumuha sa LTO ng bagong plate number (with the same alphanumerics)? If so, ano ung proseso and how long?
