    How can I safely remove dried cement on my car without scratching the surface?

    try na basang basahan para mababad ang mga napatakan, hopefully after a few hours madali ng matuklap.

    very abrasive ang semento.

    Try a penetrant like WD40. Whether it works or not, don't allow the WD40 to dry up on your paint job. Rinse it out with car shampoo after a few minutes.
