    hi larshell, i have been to laoag and vigan and back to baguio the other day. here's an advisory regarding road conditions in ilocos sur. i was in a hurry so i could have missed other notable conditions but here are some as i remember them:

    candon - the national highway is being cemented. one side of the highway is excavated while the traffic is routed alternately thru the paved section. expect several of these one way sections before and after the town proper.

    santiago - deep excavations on one way section after the town proper.

    santa - unpaved detour road before the town; engineering works on the hillsides before the quirino bridge

    after this section, there are several bridges being upgraded; expect abrupt and unpaved ramps

    bantay - bridge upgrade about 3 kms after quirino bridge

    san ildefonso - bridge upgrade before the town proper
