true, but majority pa din were registered in Mindanao than in Manila. Like during the old reg plate days (AAA-###), for example in Davao majority of vehicle have reg plate starting in L. When you spot a toyota vios or hillux (commonly used company fleet in the province) with reg plate starting in N, there is big possibility na from Manila. And now on the new reg plate format, the region where it was registered is indicated.
