Walang additional incentives sa mga papasok sa Jan. 22. Bakit na-declare pa itong "Special" working holiday?
Sabi ni Ate Glo, ano raw, "in recognition daw of the importance of the Chinese New Year"

Under Proclamation No. 532 dated 12 January 2004, President Gloria Macapagal-Arroyo declared January 22, 2004 a special working day throughout the country for the observance of the beginning of a new year according to the Chinese lunar calendar.
Accordingly, the following guidelines shall be observed:
For work performed on special working holidays, the employees are entitled only to their basic rate. No premium pay is required since work performed on said day is considered work on ordinary working days.
Done in the City of Manila, Philippines, this 20th day of January 2004.

NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby declare January 22, 2004 a special working holiday throughout the country.
IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.

to make the workers feel that day is special and they will be more productive, thus increasing the profit of businesses, hence businessmen, particularly chinese businessmen, will praise GMA. therefore, additional votes from the chinese bloc. so, kagaya ng sinabi ni mbt, politicking.
