    when this policy was first started, many years ago, motor vehicles were not yet as reliable as today's are.
    perhaps it is time for the authorities to re-look at today's vastly improved car reliabilities. perhaps registration every 2 years for non-brand new cars, is in order. just singil twice the tuition fees each time. same earnings, halved the lto office traffic.
