    i see the major mistake here is the lack of the violation ticket and the mission order, without these anyone can pretend to be a traffic enforcer and once he finds a violator who falls into one of his traps he/she will call in the real traffic enforcer which he/she is in cahoots with and just give him/her an incentive...

    I watched the news and the response of the traffic management is they can only get a jurisdiction order--proving that the traffic enforcer is authorized to manage the traffic in such area--no mission order needed(only the police or military uses a mission order).
