Rule of thumb for me on the road when encountering a vehicle with a siren, is if it's not red plate, an ambulance, or escorted by police vehicles, then I don't give way.

GREEN PLATE PLUS WANG-WANG AND BLINKERS = MAYABANG NA CIVILIAN LANG AT HINDI DAPAT PAUNAHIN.

Let them wait in line just like everyone else.
