Objectives of the Project
The Skyway 3 (formerly the North and Central Elevated Expressway) Project is expected :
1. to alleviate the worsening traffic condition along Metro Manila's major road
arteries;
2. to provide a direct link between the South Super Highway and North Diversion
Road (or North Luzon Tollway) via the central portion of Metro Manila; and
3. to provide improved access to and between outlying cities of Metro Manila.
The proposed Skyway 3 Project is one of the major infrastructure projects of the
Department of Public Works and Highways due for implementation. Because of the
limitation of financial resources of the Government, some of the most important
infrastructure projects cannot be implemented on schedule; hence it decided to tap the
financial resources of the private sector. The DPWH intends to implement the project
through Build Operate Transfer or BOT.
Alignment Description
The proposed project traverses four (4) cities, namely;
• City of Manila,
• City of Mandaluyong,
• Quezon City and
• Caloocan City.
The alignment commences at the end point of Skyway 1 at South Super Highway and
runs along Quirino Avenue. From the intersection, it runs along the northeast
direction towards Pandacan. After crossing Estero de Pandacan, the alignment veers
northwards, still along Quirino Avenue and crosses Pasig River at Nagtahan passing
through Sta. Mesa Road crossing San Juan River. The alignment then intersects with
Araneta Ave. or Circumferential Road C-3 crossing Aurora Blvd. From the
intersection, the alignment follows the direction of Araneta Ave. continuously changing
from Northeast to Northwest direction until it reaches Sgt. Rivera St. From the
junction, the alignment runs along A. Bonifacio Ave. crossing EDSA until it joins with
the North Luzon Expressway.
The project expressway spans approximately 17.69 kilometers.
The proposed alignment for the North and Central Elevated Expressway will
run parallel to the following existing road sections:
a) Buendia – Quirino Avenue L = 3.26 km
b) Quirino - Sta. Mesa Road - Aurora Blvd L = 4.38 km
c) Araneta Avenue L = 4.87 km
d) Sgt. Rivera St. L = 1.41 km
e) A. Bonifacio Avenue L = 1.64 km
f) North Luzon Tollway L = 2.13 km

Project Cost
The total construction cost of the 4-lane Skyway, 17.69 kms based on 2008 prices, is estimated
at P36.986B. Cost of right-of-way is estimated at P3.284 Billion.

C5 was suppose to connect SLEX and NLEX.
Then there is C7.
If this will be completed, this will be a shorter route.

ayos yan pero bago magawa hayyzz puro traffic like dyan sa balintawak kahit gabi o madaling araw... btw yung C6 dati na proposal dito sa taguig pero ang bagal ayusin hehehe

One example we should follow is the road system in Bangkok Thailand. We should have more extensive elevated road systems within Metro Manila itself. Not just simple flyovers but actual entire highways build over existing congested highways.
And the funding to pay for it? ... all millions of pesos being pocketed monthly by politicians & public officials would be more than enough to pay for it during the project's construction period.
