    No idea specifically about rectifiers but I would assume we are looking at similar scenarios because I doubt it is just parts of the whole that need to be replaced, but it needs the whole thing to be replaced because of fire then water damage.

    PH doesn't have Saudi Arabia's financial power

    let's pay a bit more, for faster results.

    My questions is actually, in that 9 months timetable, are they also required to Bid it Out per procurement rules, even given the circumstances? Given that they are part owned by the government?

    EDIT: You also have to take into consideration that the factories that may be producing these types of equipment have/might already have scheduling commitments per contracts they have with other companies that they committed deliveries to at X date. So it isn't something that you simply throw money at.

    The 6months timetable I mentioned for the transformer, assumes max 2 months in custom's clearing. installation would have take at most 2 weeks on site. It was a 400V 1000KVA pad mounted transformer in that project site here in the Philippines. Final decision was to simply just rent from Meralco their "equivalent".

    not cheapest

    di naman yata bidding yan

    it's ordering parts from a supplier abroad

    the supplier sends a quotation stating price and lead time

    we send a purchase order

    even if we said "hey we're willing to pay double just cut down the lead time"

    supplier probably replies "we'll see what we can do"

    in my opinion, this is one case that can definitely benefit from "emergency powers".
    so who's betting that it will be granted?

    from what i understand, "we'll see what we can do" does result in faster delivery at times.
    so why not let's do it?

    in an old popular sci fi series,
    the chief engineer always doubled his estimated downtime.
    that way, he can deliver it in "half the time" and be labeled the "miracle worker".

    i don't think those people managing spare parts sa LRT are forward looking

    our govt is reactive not proactive
