These vehicles are allowed because these are not "modified"? Yes, because these are assembled!

Might help their reputation some to keep dilapidated vehicles off the road (no pun intended) first before they start picking on modded ones.

Because some mods also improve a car's safety to a point as long as you don't go overboard, like bigger rims and wider tires. And by their own admission the law is very old and some provisions therein may not be applicable to modern cars anymore.
Dilapidated brakes on older cars on the other hand is an example of a clear and cut safety issue that needs to be addressed immediately but isn't. How about focusing on that first?

I get you dokie. I imagine those huge bullbars, steel bumpers and tow hitches will have a major effect on crumple zones that they weren't designed for.
But still for me that law needs to be amended first so it can apply to modern cars and to avoid abuse.
