    It's the LTO putting an upper limit on the PETCs so that people have to go to the PMVICs. IMO the shady party here is LTO and the PMVICs they are in cahoots with, not the PETCs.

    i made some readings and some computations.

    it used to be 32 tests per machine per day for diesels, and 48 for gas, for an eight-hour workday.
    it was based on the theory that it takes 15 minutes for each diesel test, and 10 minutes for each gasoline test.

    the authorities have since upped the daily total by 50%, as it authorized an extra four hours of working time per day.

    another reason why the queues are long nowadays,
    is that a number of emissions testing facilities had closed down.

    and still another reason,
    nag-usbongan ang mga motorsiklo for registration na parang kabuteh.
    sinisita na kasi ngayon ang hindi rehistrado...

    Pag ganito situation, they should already be coming up with quick test kits, or else, kawawa general public, dehado sa mga may pambayad ng facilitation fee.

    by my calculations,
    to successfully service ncr vehicles,
    there must be at least 67 testing centers working full-time, in ncr.

    what's a facilitation fee?
