vanity plates are supposed to be placed at the rear of the vehicle, hindi na makikita ng traffic enforcer kung naka vanity plates yung car.

I talked to my friend who's mothers is working in the LTO main sa East ave. Hindi naman daw pwede itransfer at walang certificate and it is treated as a regular plate lang. Yung Vanity lang ang pwede. Yung sa likod. I don't know if this is really true. Taga LTO na nagsabi sa main pa. ???
