AFAIK Highway 407 in Ontario has had a system like that for almost 10 years na. Uses transponder in your car, or scans your license plate. Even if first time user ka you can just drive in and it sends you the bill (like no-contact apprehension), though you may be denied entry if you have an outstanding toll bill more than 120 days old.

USA followed and some highways are already using a similar system. Continuous tolling lang using sensors/cameras. IIRC the latest tech on this is LIDAR tolling combined with high frame rate cameras. You can drive full speed and it'll still be able to toll you.

Sa Cali the company handling it is Caltrans. They were doing something similar to us where cars with a transponder (Fastrak) could drive right in, while others went through a toll booth. Since the COVID pandemic they removed cash tolling and instead scan license plates then collect tolls by mail (like Highway 407).
