remember the proposal for NCR to have one governor?

I'd go with that first. Difficult but that is the only way for all the plans (stupid or not) to be implemented.

Tokyo has one governor. Bangkok probably only has one leader. NCR has what? more than 10 cooks spoiling the dish.

To be honest, planning is the key to all urban problems.

The only thing our politicians have been good at planning are their political succession plans and how to skim tax payer funds.
